As for the best time to visit, while it is nice to hurry in early in the morning to start the day energetically, I personally recommend visiting just as the sun is setting. That quiet time of walking while looking at the dim Haeundae night sea after finishing the hot spring will be the highlight of your Busan trip that cannot be exchanged for anything.
